Project 1- Next Generation Emergency Dispatch and Disaster Management

 Goals: To investigate the application of commercial computer aided dispatch, GIS and integration technologies in creation of an enhanced emergency dispatch management environment. The aim is to improve the effectiveness of emergency management personnel through increased situational awareness, focused applications of Telemedicine and provision of historical patient data to paramedics on call.

Methods: The proposed system will employ GIS-based situation displays to depict appropriate real time information to  facilitate informed emergency response. Information available for integrated GIS based display will include:

  • Locations, skills and current availability of hospitals and clinics
  • Real-time location of EMS responders
  • Location of AED (Automated External Defibrillator)
  • Patient identification verification and retrieval of patient specific information from a simulated database of high risk patients.
  • Best available rout to appropriate medical facility
  • Traffic forecasts, including current road closings and construction work
  • Situation report from field responders during large scale emergency

The system will provide an integrated environment to the emergency response dispatcher, displaying all patient conditions to facilitate effective communication with responders . This project will investigate the effectiveness of linking dispatch facilities , paramedics and ED physician to improve pre-hospital outcome for the patient.
